It is

not, however, of such great importance from the defence point of view as the construction

of the Aberdeen Reservoir! It must be

remembered that the greater part of the

mainland water supply which will be teken

into Hong Kong Island by the Pipe Line is

outside the area to be defended.

Once

Hong Kong is invested the Pipe Line will not

be much use as there will be no available

sup lies on the mainland. Its only utility in case

of attack would be as a means of filling up the

reservoirs on the Island from the mainland

Pipe Line laid on the bed of the harbour

as proposed by Mr. Henderson is theoretically more open to attack than one laid in concrete 32 proposed by the Consulting Engineers, but

I imagine that the possibility of any deliberate

effort to damage the Pipe Line is very remote.
